The body that issues a license
By law, there are two authorities in Gibraltar relating to online gaming and gambling. Under the Gibraltar Gambling Act 2005, the authority that issues gambling licenses is the Minister responsible for gambling. Once a license has been issued, the ongoing role of regulatory oversight is carried out by the Gambling Commissioner and his regulatory team.

Requirements for the company
- The license holder company may be registered in any offshore jurisdiction;
- There are no residency restrictions for directors or shareholders of the company. But the directors must be in the country;
- However, gaming licensees must have sufficient control and management in Gibraltar, which includes senior managers based in an office in Gibraltar;
- There are requirements for the substance of the company. This requires the presence of a physical office, key employees in the jurisdiction itself and the availability of equipment;
- There are no restrictions on the authorized capital.
